According to a generally well-informed media, Samsung have decided to postpone indefinitely the deployment of Android 4.2.2 on the Galaxy S3 and Galaxy Note 2 without giving any specific reasons why they did it.
In late May, the website SamMobile unofficially announced that Samsung was working on a next update for the Galaxy S3, intended to provide the functionality of its flagship device S4 from 2012. This update is based on Android 4.2.2 and it should also be offered on the Galaxy Note 2. The question is of course when that is gone happen.
Again SamMobile gives a much less pleasant info for owners of these two devices: Samsung have postponed indefinitely the deployment of this update. The site states briefly on Twitter the reason for this delay comes from the TouchWiz overlay software, redesigned by Samsung for the Galaxy S4. The firm meet some unexpected problems that require additional tests on devices.
Samsung delayed 4.2.2 for Note II and S III. Reason new TW for S III and Note II.

The media does not give any indication of a possible deployment date and it simply say that Samsung has delayed his arrival. Android 4.2.2 on the S3 and Note 2 should propose new ways of locks, additional widgets, but also control the voice of some features.
